What does fluent actually mean?

"Fluent" means different things in different contexts. Conversational fluency is different from professional fluency. Knowing which fluency you are aiming for determines how long you need.

A2 — Survival

200–300 hours

Basic daily situations: shopping, directions, simple conversations. Suitable for A2 SELT.

B1 — Conversational

400–600 hours

Discuss most everyday topics. B1 SELT, basic professional contexts. Typically 1–2 years of regular study.

B2–C1 — Professional

800–1,200 hours

Most professional situations confidently. University study, business meetings. Typically 3–5 years from beginner.

C2 — Near-native

2,000+ hours

Highly sophisticated language use. Most adult learners do not reach this level — and do not need to.

The most important factor is consistency. Two 30-minute sessions daily produce faster progress than one four-hour session weekly.
